He was called "The apostle of socialism" because of his dedication to humanitarian socialism.

Son of a chief accountant of Reggio Emilia Municipality, he graduated from Bologna University in 1881 where he got a Law degree, and held the office of deputy for six periods of office of a legislature. From catholic family, he then accepted the principles of socialism without giving up to the universal values of Christianity, according to the example of his famous Christmas homely of 1897.
